Personally, I believe that duplication of responsibilities is irrelevant. A country that permits local responsiblity for local issues is what may be required. For example, local hospital boards to deal with local hospital issues.</description>

		<description>This sounds very similair to the idea that has been tossed around since the early &#039;90s to abolish all the States and Territories and replace them with &#039;Super-Councils&#039; which administrate at the local level and report to the Federal Government (which would absorb all the States responsibilities). Would you be in support of that idea?</description>
